Bitcoin's CRQC Response Playbook

A proposed "playbook" for the scenario the rest of this topic treats as uncertain: a cryptographically relevant quantum computer (CRQC) actually arriving, possibly with little warning. Rather than argue about timelines, it works backward from the emergency and lays out what the ecosystem would need to do and in what order — detection, communication, and the difficult choices around protecting exposed funds.

It is written by bitcoin developers (the same authors as the Chaincode Bitcoin Post-Quantum report) as a contingency plan, not a prediction or a finished consensus proposal. It is useful here for separating the technical response from the coordination problem, which it frames as the harder of the two.
